Here is everything you need to know about the new tiered system, the ETA rollout, and the stricter salary thresholds currently in effect.
1. The New “Earned Settlement” Model (Proposal & Pilot)
The biggest news today is the shift in how Indefinite Leave to Remain (ILR) is granted. The government has outlined a new framework where settlement is no longer guaranteed after 5 years but must be “earned” based on contribution.
- The “Standard” Route is now 10 Years: For many migrants on standard Skilled Worker or Family visas, the baseline time to qualify for permanent residence is proposed to increase from 5 years to 10 years.
- The “Fast-Track” 3-Year Route: In a major twist, high earners and top-tier professionals can now settle in just 3 years. To qualify for this fast track, you typically need to:
- Earn above £125,000 annually, OR
- Hold a Global Talent Visa or Innovator Founder visa, AND
- Have a clean criminal record and tax history.
- Penalties: Using public funds (benefits) for more than 12 months could add 10 years to your settlement clock.
2. Skilled Worker Visa: The £41,700 Reality
If you are planning to apply for a Skilled Worker Visa, strict new salary rules are now fully enforced as of late 2025.
- General Threshold: The minimum salary threshold has risen to £41,700 per year (up from the previous £38,700).
- No Transitional Relief: If you are extending your visa or changing employers today, you must meet this new higher threshold. The lower salary rules from early 2024 no longer apply to new applications.

3. Student Visa Maintenance Costs Increased
International students applying for the Student Visa for the upcoming intake face higher financial requirements. Effective November 2025, you must now show proof of funds of:
- £1,529 per month if studying in London.
- £1,171 per month if studying outside London.
- Note: The Graduate Visa duration is set to reduce to 18 months for those applying after January 2027, so current students are safe for now, but future planning is essential.
4. The ETA “Digital Border” is Expanding
The Electronic Travel Authorisation (ETA) scheme is now live for many non-Europeans and is expanding rapidly.
- Non-Europeans (including USA, Canada, Australia): You must apply for an ETA starting November 27, 2024, for travel on or after January 8, 2025.
- Europeans: You will need an ETA for travel starting April 2, 2025.
- Cost: The fee remains £10. This is mandatory for all visitors who do not need a visa.
5. Family Visa Income Threshold
Despite rumors of further hikes, the minimum income requirement for the Spouse/Family Visa currently remains at £29,000. However, with the new “Earned Settlement” proposal, family members should be prepared for longer wait times to reach permanent residence unless the main sponsor is a high earner.
